First of all kindly describe your story with complete details as u said your sister filed a case against your brother in law, but u did not mention the section's of IPC which the police booked against your brother in law.
If u want to withdraw the case it depends on section's booked by the police, if the sections are compoundable u can withdraw at the lower court or lok adalat and if the section are non compoundable then it is possible only in the high court

Normally court send summons if required to attend court proceedings. You confirm with that person in which matter/case and which court required to attend. Go and meet the person for better clarification.
