Filing of FIR by an Indian holding Portuguese passport

Can a person of Indian origin holding Portuguese passport use caste certificate for filing FIR the at police station and complains on Indian citizen.

If the offense is committed in India, you can very well file complaint in India irrespective of caste, within the jurisdiction where the offense is been committed. Any person who has committed an offense in India can be tried by the courts having appropriate jurisdiction.

Dear client, as the Indian laws are applicable to the Indian nationalist only.And if he accepted Portuguese passport means achieved, Portuguese nationality, no dought criminal consequences can be file by him,but special benifits like cast benifit not be allowed.if satisfy by answer please rate me on law rato.thanks
