Filing of complaint again and registering FIR

I had filed complaint to Police station regarding sexual harassment of my sister (who was minor back then). Police reached my residence for statement after I complained to SP. And forced my father to give statement that will close the complaint. My father gave statement (FIR was not to even filed) to police that information so provided was false fearing societal judgments, police threats and defamation. Now i want to file same complaint again so that it gets converted into FIR. Can it be done?

You are advised to approach the SP office with a written complaint If there is no action, then you can file a private complaint with the court u/s 156(3). for any assistance you can contact me with full details
