filing a criminal complaint aganist the bank manager

procedure to file a criminal complaint against bank manager for his illegal activities. respectable judge was telling that he has no authority to file FIR against bank employees as they are central central government employes

hi if the judge is refusing to register the FIR against such employee then need to see the order passed in refusing to register the FIR and that need to file appeal against such order in appellate court
