Dear , you need to tell what sort of FIR you have made and what was entire matter because many a times police keep it pending for conformation or some times it treats it as vague due to allied reasons , one can go in court under section 156(3) court can direct to police to lodge FIR.

If police has not taken any action on your FIR of Section 420 which is a cognizable offense, than you must file an application u /s 156(3) of Cr.P.C. before a concerned magistrate to direct the police authority to carry on investigation in your case.
You should also confirm whether your complaint was registered as FIR or not and if yes, than you are entitled to receive a copy of it. If in case your complaint has not been registered than you should submit an application u/s 154(3) to the SP having jurisdiction informing about the commission of such offense or submit a complaint u/s 190 Cr.P.C to the concerned magistrate.

Dear Sirs,

Offence under Section 420 is cognizable in nature so you may lodge a complain directly to any magistrate of first class or second class. Section 190 read with Section 156(4) of Cr. P.C. 1973 empower such magistrate to order an investigation.
