Hearings will be conducted in the court instead of Investigation by the police. Demand of FIR to the court is refused so FIR will not be registered. SO The first stage is verification where you have to appear in the court and narrate the case to the judge.

What I could understand from this very limited words you wrote is that you might have filed application under section 156(3) of criminal procedure code and the court rejected your application and kept for verification
