Delay in FIR police being biased

What should we do if police is being biased and taking long time to file FIR. They are asking if I can make settlement. The case is on premarital breach of trust. Rape case based on misconception of fact. Where police is more supportive towards the guy bcz he got married to another women. Police is suggesting to forgive him thinking about other girls life. But what about my life.? How to get it registered.? Whether police will take revenge or manipulate the investigation if I complaint to higher authorities?
