you can file an application before the HC and the court will give directions to the police department. expense will come out to around 10,000.
such cases are normal and come to the courts on regular basis

In this the writ jurisdiction of the Hon'ble High Court can be invoked by the writ of mandamus and direction of high court can be issued regarding the arrest of the accused. also a complaint can be filed before the magistrate for order under section 156 (3) of Cr.P.C

yes you can file a case in High Court for speedy and fair enquiry. Cr.P. C. 156(3) and 91 Cr.P.C. provides for that and we can get a direction from the High Court. You have already approached the necessary concerned authorities now it is time to get the things done through courts. The court are working during the Pandemic also but that is limited to Video Conferencing.
