Complaint lodged with Police OC but no action taken

During Diwali, miscreants threw choclate bomb on my wife. I have filed complaint in our local PS with a copy to DC of the area. The OC transferred the case to the woman cell without any investigation in the matter. Woman cell is toothless. Now how to proceed and book the culprits. I have photos of the culprit involving in throwing crackers ...

if oc is not registering your complain then move to sp of police if no action taken from police the you can file the complain from Court under section 156(3) the magistrate will direct the police to register your complain what is your jurisdiction....

I honestly do not understand what is the transfer all about. I would better equipped to answer if I get hold of all the relevant documents including your complaint and the transfer order. be that as it may one can get any matter investigated by making an appropriate application either before jurisdictional magistrate or before the high court for police inaction. I would suggest approaching the magistrate under section 156 after exhausting the remedy of approaching the commissionerate under section 154 of the crpc.

complain mean general diary or police case? did u get any number? if not, then do u have a Xerox copy of that complaint? without knowing this things, I can't help you. do ur wife has medical report? I need those all above written information, and then only I can help you. thank you.
