how can i get justice and refund of this fraud of 2008 now?

Dear Sir, You have to approach concerned authorities but the claim seems to be time barred since it is pertaining to 2008. Actually there is no limitation for the offences punishable for more than three years. You may lodge a complaint and get refund of the amount. You have not elaborated the question with further details.
