Cheating/lying refusing the agreement

my spouse during separatin 6yrs ago (not divroced) took their belongings including expensive jewleries, also agreed to return my expensive jewlery from their possesions, but now when I ask they say they say everything is with me. This document was signed infront of a notary in usa at that time. How to recover this at the police station level? In the similar way there was a mutual agreement at the time of reconciliation almost 2yrs ago, but spouse did not follow that as well. This document was signed infront of many witnesses in india. How to handle this at the police station level?
