Case clearing process and making passport in case of NCR pending

My name is Naveen, we had one-sided fight back then in 2014, in which I had serious injury, hence we filed an FIR charging 308 and so on.. so in return they filed NCR 504, 506, 323 against me through giving.... to police. I've already filled a form in which I didn't mentioned about the NCR so they given me show cause notice and saying police verification report not clear. So I wanna know followings.1:- does NCR case get dismissed over a period of time if not taken care by the applicant.2:- how can my passport be made if clear the case.3:- steps to be taken to clear the case.
1. To clear case of NC either it should be filed as private complaint petition by opposing part and if not filed , you should file affidavit with authorities stating that this case is no more surviving against you
2. To get smoothly a passport you should file a writ before HC or lower court getting directions against police to submit their No objections
