Can I procure the original copy of a Non Bailable Warrant (NBW)?

Is it possible to procedure a copy of the actual NBW? The magistrate court has issued a NBW against my husband who is hiding in USA and running away from facing the law. There is already a LOC issued on his name and a court order clearly stating the issue of NBW. But now the Ministry of External Affairs is asking for a copy of the actual NBW - which the police is refusing to hand over stating that it is a secret document. Acc to the police, an ordinary citizen cannot get the NBW copy. I want to know if this is true.
