yes you can renew your passport but for that you have to take NOC From the court by moving an appropriate application with the help of a lawyer. If the concerned court ask to show the rules/manuals where it is mention that the noc is required for the renewal of passport, then tab aap concerned court ko manuals show krdena jo har passport mei rehta hai . In this regard, it is not clear that whether your passport is there with the court or not ? If it is with court then you can make an application before the court your case is committed too, it depends upon the Police Station where you case is registered and if in your case the charge-sheet has not been filed then you are entitled for the default bail and can certainly get bail. You can further seek directions from the Hon'ble Court in which your matter is committed to direct the police authorities to file the charge-sheet in the matter.
