Anticipatory bail is only in those cases whre person has to believe that he may be arrested on accusation of committed non bailable offence.but in your case if no fir has been registerd then no need to file any anticipatory bail

No law does not provide any blanket bail, you can only file for anticipatory bail if their is strong apprehension of arrest. Anticipatory bail is only the protection for the lawful or bona fide persons. Running Crowd funding or indulging in the business in Committee system is not lawful business.

Yess you can apply for Anticipatory bail in that event if you really think some one may file applications before police for registration of FIR against you. You may get pre-arrest bail if you have a good reasonings.

Yes, anticipatory bail option is available to everyone in this country irrespective of the offence listed. Still, there are not formal rules in India regarding crowdfunding and committee system an it runs on the whims and fancies of the owner.
In India, crowdfunding and committee is not yet institutionalized and may attract penal consequences with penalties if the violation of financial credit system is being found. So, if you have done something like this, go and seek a bail first.
