Hello,
With your limited query I would just like to inform you that yes any Police Authority under the Police Act 1861 can charge you with sections thereunder under apprehension of any threat to the public peace and harmony.
Thank you

Ideally the same is not possible. There are exceptions, viz: Strong suspicion, involvement in planning, being part of a plan (knowingly or unknowingly) which at the end is criminal in nature. If you feel detention is illegal move the High Court.

NO OME CAN PUT ANYONE IN JAIL UNLESS THERE IS ANY CHARGE AGAIANT THAT PERSON OR ANY INQUIRY OR INVESTIGATION IS PENDING AND IF THERE IS NO ISSUE AND SOME ONE PUT ANYONE IN JAIL THEN YOU MAY FILE AN APPLICATION BEFORE THE HIGH COURT FOR YOUR REDRESSAL OF YOUR GREIVANCE
