Can accused be punished on dismissal of anticipatory bail?

Sir/Madam, I am a Indian born know a New Zealand citizen and i am the de facto complainant. The FIR was filed almost 4 years ago. Accused anticipatory bail was dismissed and his quash petition was dismissed. Now the accused seeks another anticipatory bail and i have gone for intervener petition. Accused is a influential person. Can the Police arrest him based on the dismissal of the first anticipatory bail?

Sir,
First you have to mention your FIR section U/S IPC,and crime number,Date and place of occurrence ect. Why The police delayed to arrest the accused person and reason must be mentioned.Any cognizable offence against the women need swift action from police.If any failure from the police you may approach the External Affairs Ministry for prompt action.

No arresting an accused is left to option of the investigation officer if charge sheet is filed against him the court will issue a Non bailable warrant against him the accused must surrender before the court and recall the Nbw and must face the case
