Builder denying Replacement site .

I had bought plot in the year 2006 in Bangalore I had sale deed.he formed layout on govt land.Now he is denying alternate site even though he is having un sold plots.

if so please send notice to him immediately if no response from them than file criminal case against him for cheating as well as civil case any further information cal me and want know the layout is approved or not
