If any criminal matter is reported against any person or individual then one cannot leave the state or country as it's a legal binding and first things first sec 498A of Criminal procedure code is applicable to all and everybody mentioned in FIR irrespective of any particular religion .

Your problem is very simple and easy solution if that go to high court with application which say I want to foreign country for a purpose if court think fit than u will go
