Can a rape victim file case against criminal in court other than her hometown? Bcs of identity in small society?

Dear Madam, Rape victim cannot file a Criminal case in a Police Station or Court other than her hometown where the offence committed. However, on the request of the victim or her relatives the name of the victim will not be disclosed to anybody kept secret till case is concluded.
