Arrested on 8th September! Bail status

My husband is arrested on September 8th but the bail isn't yet approved; there is a status in the ecourt app "Purpose of hearing: Service pending notice" he is arrested under section 420 for money fraud; someone complained but there's no proper opposite party

the service pending notice means that a notice has been issued to the police, but the police has not received any notice and reply to the Public Prosecutor. once the reply has given, only then Public Prosecutor may come up with his objections and facts relating to the case, only then the court may decide the case upon hearing both the sides. in criminal cases the complaint may be given by anyone and the Govt acts as a prosecutor and hence there is not much needed for a specific person to be a complainant as the State itself acts as a complainant.
