Appeal against offense from other state under 156(3)

Respected Sir,nThe offense has been occurred in Andhra Pradesh. I have complained to police regarding issue. Police did not took any action on my FIR. Can I appeal or approach to district court / magistrate under 156(3) from other state. Matter of abduction.

hi if the police are not registering the case them you need to file petition before concerned court in andhra pradesh to direct the concerned police officials to register the case under relevant section of law
