Abusive language use by another flat owner in same building

In my building, another flat owner who is an advocate always use abusive language to me and my family members. we have recording of video and audio where he can be seen using abusive words and threatning us. Police does not take any action against him since i have given written complaints to police but all in vain. What are the options available for me to deal with this situation.
If despite the complaints police is not taking any action, you can file a application u/s 156(3) for registration of the FIR in the concerned court. But before filing the application you have to fulfil certain requirements like filing the complaint with the senior officials.
