can we file case to the person who involved in this case and they helped him to left the country

Practically speaking yes, you can file a case against the boy if you have a case with strong facts. In that case although nothing apart from orders in your favour will happen until and unless the boy decides to come back to India someday. However if he decides to come back he won't be able to escape the law.

First of all rather than going legal you should serve him a legal notice and in that notice you can write that either join your company to get married or face legal action which will be at his own risk. And if you wish to go legal then according to the new law you can always prosecute him under section 69 BNS.
