17 year male has scammed me of 5000 rupees

I Have recently been scammed by a 17 year old while buying goods from him , my main question is how to approach this situation go directly to the police or not + i have countless video of he/she doing underrage driving in which one looks like a police car

Dear Sir, You may approach Higher Police officers and lodge a complaint secretly after having personal discussion with IPS officer since it is a big scam of getting Driving licenses to under aged people. Police may appreciate you otherwise you may approach any media and make them aware about this scam.
