My notice period is 60 days, is it ok to give notice period of 30 days and pay for rest of the 30 day?
yes, its fine but if your employer is in your favor and don't have any problems or loses in thier venture. in accordance to the contract you made it was specifically asked to give 60 days prior notice, although it not generally argued unless employer have some serious issues with you leaving the company

Yes you can do that provided it is mentioned in your offer letter or appointment letter. However some of the companies do compel you to work for complete notice period or they delay your full and final settlement. In that case you make seek a help of a good lawyer.
