Marksheet and certificate in the custody of employer

Is it legal to keep certificate and marksheet of an employee? If it is not legal what's to be done to get them back?
It is illegal for any person to hold any of your documents with them. You will have to request them by email and if they don’t respond get legal notice issued through an advocate to secure your documents.
