College theft during college fest

There was a college fest that took place last week and a college cpu was stolen for which one of the student without evidence and guilty of the accusation was held responsible and asked to pay 25k..Is this legal in Mumbai, India?

For theft of the CPU, the college ought to have lodged a First Information Report and should have let the Police investigate the matter. The college can not take such arbitrary action and impose penalty upon the student.

College should have registered a FIR in the nearby Police Station for the computer which have got stolen. On registration of FIR, Police should have conducted an investigation & as such, have found the culprit. If College had set up its own investigation or fact finding team, then in such a case, College should have given fair opportunity of being heard to that student accused. Moreover, asking a student to compensate without proof of his involvement in theft is absolutely illegal.
