Will RTI applicant treated as consumer under consumer protection act

I want to know whether a RTI applicant can be treated as consumer under consumer protection act. If RTI applicant doesn't get any information from public information officer, instead of going to 1st appeal authority under RTI act 2005 can file a case in district consumer redressal forum. I want judgement copies of such type of cases.
