What action can be taken if builder refuses to give possession

Inspite of having absolute sale deed the builder is refusing to give possession and now claim that the site is cancelled because the town planning has modified the old plan. rather than giving me site as per modified plan he is refusing to give possession. My lawyer says that i cannot get the site as the builder might have sold all the sites. What is the best legal method to get my site?I was not informed about any modification.I came to know when i approached town plan dept.
