tuition fee refund for not completing syllabus loss of study and time

i joined local coaching center for my math tuition and fee was 3500 and i paid 2000 in advance. but the tuition teacher was not regular and very annoying (like when we go to center he was not present there when we call sometime he says to wait for 1-2 hour or he cannot teach us today) this goes for almost 1 month he was irregular and not doing his duty well he hardly attend 2-4 days in week so i decided to leave tuition and asked her to refund my fee. he was ignoring or not interested in refunding my fee every-time he says that he will pay fee in 2-3 days or he is not bound to tell me when he refund fee after almost one month he refunded only 480rs which was not fair p.s- full syllabus fee was 3500 and there was 11 topics in syllabus but he covered only 2 topics if we divide 3500 with 11 1 topic fee is 319 when i asked about this they said bkwas mt karo ye koi sabji mandi nhi h i wasted my money and time because of this sick mentality person
