Procedure if Floor plan deviation and builder is not giving the OC

For an under construction property, sanctioned floor plan is different from the actual one. One extra flat has added and floor plans, location of lift and stairs has changed. Builder is Saying OC can get but we have to apply and builder is not responsible. Needs opinion on this.

once you have entered into an agreement to purchase the property with the builder then it is the builder who has to provide you with the OC. as stated by you since the builder has violated the building sanction plan and constructed an extra floor so he will not be able to get the OC from the authorities.
