Payment of FDR duly endorsed by the Registrar State Commission

After fighting the case for 8 years, against the builder the State Commission has given me the FDRs, as first installment, submitted by the Appellant but the ICICI Bank has refused to accept the same verbally. How to get the payment of FDRs duly endorsed by the Registrar, State Commission, Delhi? What action is to be taken by me to get the payment?
