Parking not provided by builder, what action can be taken against him

I have purchased flat in Aman apartment Patna which is located in South chandmari road kankarbagh Patna.the builder is clearly mentioned about reserve car parking in ground floor. But now asking me to park my car in common area.builder and land owners have development agreement for 50% of share in flat but now he is occupied 80% of the area in ground floor. And the builder have soft corner against him.everybody is parking their car in parking area except me.now what should I do and aginst whom should I Lodge a complain builder or land owner. And which is the right place for making complain police station or court.
