Overcharge of bus fees , no quality of education, business model more

My university takes 3k examination fees saying 500 per course but we only have 1 subject for which class happens 4 to 5 times in sem and rest is major project internship and mooc which we only pay 1k for exam. They keep increasing bus fees by 20k giving poor bus service is it legal can I put case
