Local Carpenter work contractor caused delay and overcharging

We have given wardrobe work to a local contractor (not registered) and had a verbal agreement to complete the work in 20 days. He has delayed it by half a year and still work is not completed. On top of it he is trying to get the labour cost for delayed work from us only. There is no legal agreement only thing we have are audios and whatsapp messages confirming the timelines, delay, pending work. What legal remedy do we have in this case?

Approach the police station and file a fraud complaint against the local contractor. Make sure you do not delete the conversations or any such transactions between you both. And send a legal notice to him for the fraud he has committed.
