How to withdraw from college without paying second year fees

I stopped going after my first 2 months of studies in FY BMS in Oriental college of Sanpada due to irregular studies and worse students, surrounding. So I discontinued the college without actually removing my admissions, accidentally, and I started preparing for CA foundation exams. Being a science student, it took time for me to learn commerce basics. But now I am being forced by the principal to either pay 30,000 as second year's fee or to bring another student to take the seat as I forgot to remove my admissions before the start of second year. I had already paid first year's fee without asking for refunds. I want is to collect my documents for registering to ICAI website for CA foundation exams. Are they liable for the amount? Please provide me a reason of the answer and a remedy required to do so.
