Fees refund from a sap institute for not giving service as said

I had taken sap for my better career taking gold loan and the institute said the duration will b 4 months for course n in 1 to2 months you will get placement in mumbai . I completed the course in april only now its been more than 2 months i have no job to repay the loan and the institute is not providing me my refynd.i asked them that so now they are like there is no placement in munbai if u want to go out of the state then go. Now what should i do
We have to read the policies and the terms and conditions relating to placement of this institute. Based on that, we can file a consumer case against the institute for deficiency of services and accordingly ask for refund as well as compensation from the Court
