Delayed flat handover and no full completion of the promised items

Hi There,
I have booked a flat in October 2017 with 87% of the flat value and as per the selling deed, the delivery date promised as July 2018, but still, now I did not receive a completed flat. Now the builder is telling that to do complete registration and put 1lac on hold and pay the rest of the money and take handover. He can arrange a temporary electrical line. There is no lift installed yet, no proper power, and the common passage and some of the bathroom fittings with exterior wall paint and finishing are still pending. I am feeling cheated and thought to reach out to consumer court. I have already served a legal notice to the builder (both partners) I have received the earlier stated: "do complete registration and put 1lac on hold and pay the rest of the money and take handover".
Please let me know if any other way I can get my property or its the only way to reach out to the consumer court.

U can only recover by mutual settlement through influencial person or by adjudication in Consumer Court. This case is fit for Consumer Forum and you will definitely get relief if the agreement is properly specified with the conditions you are entitled to enjoy. Consult your Lawyer for more details
