Delayed construction by Builder delay in handover of property

We had brought a property in 2009 under construction multi-storey building in chennai, the builder has delayed the construction and not yet given procession after 7 yrs and despite many follows up, the builder is postponing the handover with completion certificate. With loan for the bank, builder is paid almost 99% since all the floors are constructed, however, flats are in various conditions in interior works such as flooring not completed, plastering not completed. EB connection and plumbing not there. We have formed an buyers association of 100+ buyers. Need advise on how do we get the flat

Issue a legal notice to the builder instructing him to handover the possession and completion certificate in respect of the properties. You may also demand the penal interest for delay in handing over the possession at the rate of penal interest fixed earlier through the sale agreement. This will certainly invoke some response from the builder. If there is no response nor any action taken by him, you may file a consumer complaint case against the builder seeking remedy and also compensation for the deficiency of service.
