Credit card loan closure without in form consumer

After payment of credit card loan can I file a case in consumer Court and what is time limit to file case in consumer Court for credit card disputes???

Section 24-A of the Consumer Protection Act is reproduced below: “24-A. Limitation period.—(1) The District Forum, the State Commission or the National Commission shall not admit a complaint unless it is filed within two years from the date on which the cause of action has arisen.

The charge back time limit is 60 -120 calendar days after the date the issuer is informed of a dispute if all the following are true: Negotiations between the cardholder and merchant have been implemented and the attempt to resolve the dispute is ongoing
