College is not returning original certificates what can I do.

My daughter wants to leave BDS course after first year but college is not returning her original certificates and demanding the balance tuition fee of three years. She is studying in a private dental college in himachal Pradesh. Please help me.
The college cannot withhold your certificates. You can get an order from the appropriate court with a mandate to the college to return your certificates. It depends on the period of course attended by you before you dropped out that will determine any charges to be paid or not.
