College denying to give original certificate on cancellation

I m a GNM nurse,wanted to do a B.Sc nursing coursefrom Laxmidevi Nursing institute Hoskote in rural Bangalore via agent.Ihad submitted my original certificates to the agent as i was askecd to do so.But since i could not afford the fees i wanted to take my certificates back.this was in Dec 2013.The college denies to give me the originals sayimg i have to pay two years fees which amounts to two lakh rupees.please guide me what to do

You can file a police compliant against the institute within the jurisdiction wherein the college is situated for a cheating case under section 420 of IPC and name the agent also in the compliant and specifically state that I want the original certificates back to pursue your higher studies if the police fail to lodge a compliant then speak to a good lawyer in Hoskote and file a PCR against the institutute to direct the police to investigate the matter. You can also file a consumer case for deficiency of services and claim compensation for the mental agoney suffered.
