College demanding me to pay 264000 rs to issue transfer certificate

Sir or Madam. I finished my first year engineering in a private college approved by AICTE. I need to quit engineering and do what I love to do.But college is demanding me to pay subsequent 3 years fee to give me my transfer certificate...please tell me what I should do.
You have option to approach consumer court and file a petition against said college for the relief of direction direct the college to issue transfer certificate, otherwise the currupted institutions will not listen your request and words. Come and meet me, i will guid you.

You can issue legal notice to the college authority and there your demand back your concerned document. Its your choice to join your wished college. As you told you have already completed the first year that means they had already taken the school fees for that year.
So no need of payment for transfer certificate. If there is any due or penalty it is necessary to pay while receiving the transfer certificate. Unless they don,t have right to demand the amount for TC
