Who can access the rooftop of a government provided flat.

i have been allotted the top floor of a 02 storied government flat. the person in the ground floor creates disturbance that he will also access the rooftop, even though he is having covered area in the front and back side of the building. what is the legal rule. please help.

Unless there is any rules on security or safety purposes the access to roof can't be restrained to any of the occupiers of the flat.
The rule is more strict if one flat occupier tries to restrain another.
So desist from doing such things.

Sir, This is for your kind information that after allotment of flats the rooftop area is a common space which can be used by all the owners of the said premices. However if any of his act is diaturbing you then at any point you can send him notice for causing such disturbances and or nuicance.
