Which statute backs electricity and water ban by Rajasthan High Court

Rajasthan high court decision for bane electricity and water connection before jda approved plot. This matter my question is which section and rules for bane electricity and water connection. My plot also here. But this unexpected decision my family lived without electricity. And electricity and water connection is fundamental rights to him pls suggest for any type of legal action and legal documents
