What to do in case neighbour obstructing access to property?

We have a property inside the city which comes under municipal corporation.One of the neighbor is giving trouble from last 10 years and not allowing us to enter the property.He has filled nearly around 10 cases from Thaslidhar court to till high court saying it is there ancestor property and it should be transferred to his Name and he is not succeed in any of the court.So many times we filed complaint against him in police station and police man closes the file saying it's civil matter get it resolved in court and bring orders to give protection to enter the property.we have bought injection order for one part of the property and we showed to the police station and saying get orders for protection from court.And he has take the advantage of law and keepsfiling the case in one or the other court.We have up to date of property records From sale deed to Allination orders.Is there way in law to stop him in filling the cases and get orders for peace full enjoyment of property.
