What are the prerequisite legal compliance for a E-motor bike rental

What are the legal requirements to start a Electric motor bike rental business in the City of Pune as Electric vehicle donot come under the purview of RTO. Does it come under the Motor vehicles Act or under Rent -a-motorcycle scheme 1997? Do I require a license for the same? or do i require any Municipal Authority's Permission?

dear client there are catagories of electrical vehicles as per the speed and watts and such vehicles are exempted from registration and not required driving license. call me for further advice/Consultation.
