civil case for recovery of money against me and my wife was dismissed in 2007, and another civil case is pending between us. what civil and criminal action I can take against plaintiff for the dismissed case now?

If the civil suit for recovery of money has been dismissed on merits in the year 2007, you can use the judgment and decree of and pursue a case of defamation under section 199 of cr.p.c and also a case of perjury under section 340 of Cr.P.C if the person has lied under oath to the court and subsequently the courts have found that the person has lied under oath to the court.
