What action against secretory for misuse of funds

May I know we being the residents of apartment , what legal action could be taken against the President/Secratory who are involved in misuse of party funds
If he is now not a secretary, next committee can file a complaint and suit against him. If he is still in position you can file complaint and suit against him. Better you arrange some more people to join you in this.
